2nd World Congress of the International Association of Social Protection
28th and 29th of may 2026

CEAD Francisco Suárez announces the 2nd World Congress of the International Association of Social Protection, to be held on May 28 and 29, at the Faculdade de Direito da Universidade Lusófona, specifically in the Agostinho da Silva Auditorium.
This Congress provides a high-level forum for reflection and academic debate, bringing together scholars, researchers, and professionals to discuss key issues in the field of international social protection.
Coordination and harmonization constitute the two main perspectives from which the various rules of international social security have been developed. On the one hand, ILO Convention No. 102 (1952), which establishes the minimum standard of social security, later complemented by the Council of Europe through the European Social Charter (1961), the European Code of Social Security, and the European Convention on Social Security; on the other hand, the Social Security Coordination Regulations No. 3/1958 and 4/1958, currently Regulations (EC) No. 883/2004 and 987/2009. The first perspective predominates on a global scale, while the second has a particularly relevant core and a significant internal logic. The essence of the rules within each of these frameworks lies in their respective purposes: harmonization rules seek to unify the (minimum) rights of beneficiaries to benefits, while coordination rules establish the converging obligations of the (state) entities responsible for paying those benefits. But are these two types of normativity incompatible with each other? What happens with concepts that do not allow fragmentation? And with comprehensive concepts that may nonetheless be divided? How have both perspectives evolved? What messages are conveyed by their respective supervisory bodies (courts or councils) through their decisions?
Researchers and authors are invited to submit scientific communications or complementary papers to the Congress on the topics under discussion.
